Well, you shouldn't acces that file, directly. That was writen for the "wiseguys" who want to try...something.

Yes, that is the file that is included, but you don't need cronjob.
The feeds are updated automatically, by the visitors, when the time comes, one[feed url] at a time.
Rather post here what exactly is the issue.

I'm having to refresh my feeds manually every day. I'd like to be able to cron job it so I don't have to manually update them.

You can set the time to refresh from MH admin panel->Feed URL Management->Edit feed URL->Refresh time.
