can you set the character lengh of the news_description in a block?

Yes it can be done.
But then the description will be truncated and problems might occur because of that: the closing tag of a link </a>, the url of a link, the url of an image,....will be truncated also.
If you are absolutely sure that from a rss url chanel item description isn't come nothing but plain text [and no html code] then you can do the hack.
Otherwise I strongly recommend don't do this.
